Begin the mission by talking to Rover in the west side of Westview. You see he's lost, but he's wearing a collar telling you that his owner lives to the south-west, in the Heritage District. Go there. You'll find Wallace, Rover's owner in the central part. Talk to Wallace. Mission complete!
